One-Many bidir: moving elements by setting collection fails

Moving a collection element fails for One-Many bidir when it is done by setting a collection (containing that element) on a new owner. This is the case both for FKSetStore and JoinSetStore.

Reproducible using ManagedRelationshipTest.testOneToManyJoinBidirSetCollectionMoveElement() and testOneToManyFKBidirSetCollectionMoveElement().

Test moved under knownbugs so that the raiser can investigate in isolation and so it doesn't get in the way of standard test running

Both tests now moved into main test package. FK test passes

Moving to Minor since this is solely Managed Relationships and the user can workaround it by just setting both sides of their relation.
