JPA root strategy of "JOINED" and subclass with no inheritance defined but with discriminator causes incorrect schema

If we have a Base class defined with inheritance of JOINED and with a discriminator column+value, and then we have Sub class defined with a discriminator value, then the schema generated has no table for the subclass. It fails to use the root strategy for the whole tree when determining the inheritance strategy for the subclass.
