If we have an embedded PC field and that has some fields that are of types such as "int" then at the point of metadata population for the EmbeddedMetaData those fields may not have been populated themselves in the owning class. This results in them being omitted from the EmbeddedMetaData members. We should just work out what is the default modifier in those cases
