Current store plugins have to decide whether they will provide backing stores (and hence support backed SCO wrappers) for any SCO types, or whether they will stick to the simple wrappers. It could be the case that a store plugin doesn't support some container type (e.g Map) only as serialized. As a result it needs to be capable of picking up updates to the Map contents but doesn't have a backing store for them. In the case of failure to create the backed wrapper we should fallback to the simple wrapper
