Calling EntityTransaction.begin twice in a row results in PersistenceException, however javadoc says IllegalStateException is expected

In the javadoc above, it is mentioned that
void begin()
    Start the resource transaction.
    Throws:
        java.lang.IllegalStateException - if isActive() is true.

However the code below in google appengine datastore throws javax.persistence.PersistenceException

EntityTransaction tx;
tx.begin()
assertTrue(tx.isActive());
tx.begin();
