This code was for a commercial GIS library and so requires stubs to be present just to compile (since we can't be putting commercial jars in public Maven repos). It has never had any tests or docs so we cannot "support" it.

-> Remove the code and make note of the GitHub hash (in this issue) that removes it so then people can reinstate it if ever considered a requirement (but would have to have some basic tests if ever reinstated).

Marking as for v4.0+ so we have a clean cut off point where this is no longer available

146608fd01ffdc7b38cd5f88231ae2cfc59b9553 is the hashcode where esri and linar codes are last present. Maybe we can add a remote tag for future remembrance
